The statement of the problem is clearly stated in that the research seeks to find a correlation between organizational leadership style and learning procedures in local administrative organizations. The problem in the study also has a theoretical rational as it seeks to find a clear answer between two opposing arguments. The author uses a cross-sectional study between three Croatian cities to show the significance of the problem studied and how it can a ffect organizations in real life CITATION Jas15 \l 1033 (Dzinic, 2015).The article also has a review of literature section where the author researched on past peer reviewed materials which touched on the specific study being undertaken. For instance, Burns (1978) argues that leadership styles include transformational and transactional, explaining that both styles are used in different scenarios. The author also explains that transformational is considered to be active engagement of the leader with followers while transactional leadership refers to exchanging tangible rewards for the work and loyalty of followers. The author uses such literature in the literature review session and thus it can be said that the materials used are relevant to the problem under study. It seems that a qualitative research had already been conducted since the study had a developed hypothesis which only needed data from the three Croatian cities to answer it. The research instrument used in the study is a survey which was conducted on personnel's perception regarding certain characteristics associated with the leadership of administration in the selected cities. Questionnaires were also used in the process and thus they were adjusted to the specifics of the study. The hypothesis of the study is that administrative leadership style is positively correlated with an inclination to organizational learning in local administrative organizations.
